This paper discusses the traditional definition that has been made of the cabildos abiertos as instances of popular participation between the XVIth and early years of the nineteenth century, and also the characterization that has been attributed to the assembly held in Santiago on September 18 of 1810 in which the Junta Gubernativa was formed in the kingdom of Chile.
